The grievance, the decision, the case… in files that know each other

Murafe follows administrative cases before the Administrative Circuit of the Court of First Instance, the Administrative Appeals Circuit and the Administrative Disputes Settlement Committee (Tenders and Auctions), records the grievances submitted to authorities and their decisions, and keeps the last day for a grievance against an order on petition, with an alert before it.

  • Administrative Circuit of the Court of First Instance
  • Administrative Appeals Circuit
  • Administrative Disputes Settlement Committee (Tenders and Auctions)
  • Grievances and Complaints Review Committee
  • Tax Grievances Committee

From opening the file to closing it

  1. Record the client and the opposing authority

The client as an individual, a company or a government entity, and the administrative authority as opponent, with its capacity in the file.

  2. Record the grievance submitted to the authority

Record it under “Applications” by choosing the client alone, even if no case has been filed yet, with the authority, number and date.

  3. Open the case before the competent circuit

The administrative circuit or the Tenders and Auctions committee, with the matter type, the case number and year.

  4. Follow memoranda and hearings

Reply memoranda with their filing date and reviewer, and the circuit’s hearings with their decisions and the hearing that follows.

  5. Record the judgment and the appeal deadline

The system proposes the last day to appeal from the periods set in the settings, according to the court and the litigation degree.

  6. Open the next degree from the file

The higher degree’s file is opened from the original file, linked to it, with its parties and case team.

The file for administrative cases and grievances, as it should be

  • The grievance submitted to the authority

Which authority it was submitted to, under what number and when, and how it replied: accepted, partly accepted or rejected, with the text and date of the reply.

  • Order on petition

The matter type “Order on petition”, with a “Last day for grievance” shown on the dashboard and in the agenda.

  • Linking the grievance to the order

A “Grievance” file with who filed it and the order challenged, linked automatically with the type “Grievance against order on petition”.

  • The competent circuit

The administrative circuits of first instance and of appeal, and committees such as the Administrative Disputes Settlement Committee (Tenders and Auctions).

  • The parties

The client as an individual, a company or a government entity, and the administrative authority or any other party as opponent, with its capacity.

  • Memoranda and their review

Reply memoranda to the administrative authority, with who drafts them and who reviews them, the filing deadline and the actual filing date.

Dates the system watches

  • The last day for a grievance against an order on petition: alerts seven days and again two days before
  • The last day to appeal an administrative circuit’s judgment, proposed from Settings → Appeal periods
  • A memorandum’s filing date approaching: an alert for the assigned lawyer and the reviewer
  • Hearings of the circuit or committee: reminders for the lawyer and the case team
  • An alert before the client’s power of attorney expires, by the period set in the settings

The file’s papers

  • The administrative decision in dispute
  • The grievance submitted to the authority and its reply
  • Tender conditions booklet and tender documents
  • Correspondence with the administrative authority
  • Statement of claim
  • Memoranda
  • Power of attorney
  • Judgment

The grievance before the case: a record that is never lost

Many administrative files begin with a paper submitted to the administration before any court. Murafe records this step under “Applications”, which is designed for what is submitted to courts and authorities alike: the application type is chosen from the list the office sets, and the authority the grievance was submitted to, its subject, number and date, and the team member following it up are written down. There need not be a case yet, since the application is recorded by choosing the client directly. When the reply arrives, the decision is updated with its date and text.

If the dispute then reaches the Administrative Circuit of the Court of First Instance, the case file is opened, later applications are recorded in it from the “Applications” tab, and the earlier grievance and the authority’s reply are uploaded under the “Documents” tab, so the lawyer reads the whole story: what was submitted, when, and how it was answered. This works whoever the client is: an employee contesting a decision, a company disputing a tender, or a government entity the office represents, since the client type in the system is individual, company / establishment, or government entity.

The order on petition and the last day for grievance

Murafe treats the order on petition as a matter type of its own. When a case is added with the type “Order on petition”, the lawyer enters the “Last day for grievance” themselves; the date then appears under “Dates to watch” on the dashboard and in the agenda, and an alert goes to the responsible lawyer and the case team seven days and again two days before it. Here the system keeps the date the office enters and alerts to it; setting that date is the lawyer’s work and the office’s responsibility.

When the grievance is filed, a file is created with the matter type “Grievance”, who filed it is set (the client or the opponent), and the “Order on petition challenged” is chosen. The system links the two files automatically with the link type “Grievance against order on petition”, and the grievance-deadline alerts on the order stop, having served their purpose. Whoever opens either file sees the other linked to it, and no alert remains on the dashboard for a date that no longer matters. If it is the opponent who files the grievance, that is recorded in the same file, so the team knows it is replying, not initiating.

Circuits and committees by name, judgments with their deadlines

And because Murafe is a system for managing law firms in Qatar, its list of bodies comes with their official names: the Administrative Circuit of the Court of First Instance, the Administrative Appeals Circuit, and committees such as the Administrative Disputes Settlement Committee (Tenders and Auctions), the Grievances and Complaints Review Committee and the Tax Grievances Committee. In tender disputes, the client may be a company competing for a contract; the conditions booklet and the authority’s correspondence are kept in the file’s documents, and the sensitive ones are restricted to named people when needed.

When the judgment is handed down, the system proposes the last day to appeal from its date and from the period set under Settings → Appeal periods, since it determines the case type from the court or committee and the matter type. What it proposes passes through the office’s lawyers before it is adopted: the periods are set in the settings, the date is changed on any judgment when needed, and setting legal deadlines remains the office’s responsibility. From the judgment, the next degree’s file is opened, linked to the original, and the statistics show the number of cases at each degree and status for any period.

Questions about administrative cases and grievances

Under “Applications”, by choosing the client directly without linking it to a case: the application type, the authority it was submitted to, the subject, the application number and its filing date, and the person following it up. When the reply comes, the decision is recorded with its date and text.

It does not calculate it: it keeps the date the lawyer enters in “Last day for grievance” when adding a case of the type “Order on petition”, then alerts the responsible lawyer and the case team seven days and again two days before, and shows it on the dashboard and in the agenda.

When a file of the type “Grievance” is created and the order challenged is chosen, the two files are linked automatically with the link type “Grievance against order on petition”, and the grievance-deadline alerts on the order stop.

Yes. The client type in Murafe is individual, company / establishment, or government entity, and cases and services are opened for the client directly from their file.

Yes. The list includes the Administrative Circuit of the Court of First Instance, the Administrative Appeals Circuit, the Administrative Disputes Settlement Committee (Tenders and Auctions) and others, and new ones are added under Settings → Lists by anyone with the “Add list item” permission. The system does not accept the same name twice in one list.
