From the lease… to the committee’s decision and its execution

Murafe keeps rental and real estate disputes in order before the Rental Disputes Settlement Committee and the Real Estate Development Disputes Settlement Committee, whether the client is a landlord with many tenants, a tenant or the buyer of a unit, in linked files from the first notice to the execution file.

  • Rental Disputes Settlement Committee
  • Real Estate Development Disputes Settlement Committee
  • Court of First Instance – Civil Circuits
  • Execution Court

From opening the file to closing it

  1. Register the landlord or tenant

An individual, or a real estate company with its commercial registration, with phone, WhatsApp and preferred notification channel.

  2. Start with a service if no dispute has begun

A legal notice or the drafting of a lease is recorded as a legal service, with its type, fee and status.

  3. Open the file before the committee

Choose the rental committee or the real estate development committee as the forum, and enter the file number and year, with the tenant or developer as opponent.

  4. Follow applications and hearings

An application for a precautionary attachment or any other until its decision, and each hearing’s decision and the next hearing.

  5. Record the decision and the amount

Note the committee’s decision and its amount, and let the system propose the last day to appeal from the committee periods the office has set.

  6. Open the execution file

Once the executory formula is obtained, an “Execution” file is opened from the original file, linked to it.

The file for rental and real estate disputes, as it should be

  • The parties and their capacities

Landlord and tenant, or developer and buyer, as clients or opponents, each with their capacity in the case.

  • The landlord’s master file

A landlord’s disputes with their tenants in a single client file, with its cases, services, agreements and balance.

  • The competent committee

The Rental Disputes Settlement Committee or the Real Estate Development Disputes Settlement Committee, with the file number, year and date of entry.

  • Services before the dispute

Legal notices and contract drafting, with the responsible lawyer, the competent authority and the expected completion date.

  • The dispute’s fees and expenses

Recorded in payment vouchers charged to the landlord or tenant who is the client, and shown in their statement of account.

  • The decision and the amount

The committee’s decision with its operative part and its outcome for the landlord or tenant, the amount awarded, and the appeal period shown beneath.

Dates the system watches

  • Committee hearings: a reminder for the lawyer and their team, and for the client if the hearing is visible to them
  • The last day to appeal the decision, proposed from the “Dispute settlement committees” periods in the settings
  • Alerts to the lawyer and their team seven days and again two days before the deadline to appeal the decision
  • The expected completion date of each legal service, such as a notice
  • The landlord’s fee agreement instalments, due and overdue
  • The landlord’s or tenant’s power of attorney expiring, by the period set in the settings

The file’s papers

  • Lease agreement
  • Rent cheques and payment receipts
  • Notices and correspondence
  • Title deed
  • Unit purchase agreement
  • Power of attorney
  • Memoranda
  • Committee decision

Uploaded to the case file and previewed inside the system; the office decides who can see them.

One landlord, many disputes

A landlord in Doha, or a real estate company with dozens of tenants, may instruct the office, and disputes then follow one another over different units at around the same time. In Murafe, the landlord remains a single client file from which a case branches for each dispute, so the lawyer sees their open and closed disputes on one page, together with the agreements, powers of attorney, documents and balance. The tenant is recorded in each case as an opponent with their capacity and is searched for by ID or commercial registration number; if they appear in a second dispute, they are chosen from the opponents register rather than entered again.

And because a landlord’s work does not always begin with a dispute, legal notices and lease drafting are recorded under “Legal services” with their type, the responsible lawyer, the competent authority and the expected completion date, and followed until “Completed”. All of this can come under a single fee agreement covering both cases and services, split into instalments with due dates. So if the landlord asks what was done for them over the quarter, the lawyer finds the answer in their file without a manual tally, and the accountant knows from their statement of account which instalments have been paid and which are overdue.

The rental and real estate committees on the list

The Rental Disputes Settlement Committee and the Real Estate Development Disputes Settlement Committee are among the committees preset with their official names, so the lawyer chooses them as the forum when opening the file, with the file number, year and date of entry. In real estate development disputes, the other party is usually a development company, registered with its type and commercial registration, and the buyers who instruct the office are gathered in the same file when the dispute is one and the same, each with their own account and fee agreement. Staff find any of these files through global search, by file number, case number or the name of any client on it.

When the forum is a committee, the system sets the case type to “Dispute settlement committees” to propose the last day to appeal its decision, from the periods the office sets under Settings → Appeal periods. The proposed date is no more than a starting point: the responsible lawyer reviews it and changes it by hand or with the quick buttons, and legal responsibility for it stays with the office. The system then alerts the lawyer and their team seven days and again two days before it runs out, and it appears on the dashboard among the upcoming dates.

From decision to execution, with the client kept informed

Many rental disputes do not end when the decision is issued, but when it is carried out. Once the executory formula has been obtained, this is marked with its option on the judgment, and an “Execution” file is opened from the original file, carrying the dispute’s parties, subject and case team and staying connected to what came before. In the execution file, applications and their decisions are followed, and this stage’s fees and expenses are recorded in payment vouchers charged to the landlord, so they appear in their statement of account without anyone adding them up by hand. For execution hearings that a colleague attends in place of the responsible lawyer, the delegation letter is printed on the office’s form, filled from the file.

A landlord following several disputes wants to know where each one stands without picking up the phone. When the client portal is switched on for them, they see the hearings and the updates allowed for each case, the document types the office chooses, such as judgments and decisions, and their financial account if the office allows. They write to the office from the message box about a particular case, the message reaches the lawyer responsible for it and the case team, and the landlord knows when it has been read. They sign in to the portal from their phone or computer whenever they like, without installing any software.

Questions about rental and real estate disputes

Yes. The landlord is a single client file from which a case branches for each dispute, and their file shows the cases, services, agreements, powers of attorney, documents and financial balance. One fee agreement can be linked to several cases and services.

Each has its own committee in the preset list, and both are treated as “Dispute settlement committees” when the last day to appeal is proposed. The difference shows in the parties and the papers: a development company and buyers in real estate development files, a landlord and a tenant in rental files.

Record the decision with its outcome, operative part and the amount awarded, then move on to execution: tick the executory formula option on the judgment once it has been obtained, then open an “Execution” file from the original file, which links to it and inherits its parties and case team.

Yes, as a legal service with its type, the responsible lawyer, the competent authority, the expected completion date and its fee. Documents, updates and tasks can be added to it, and it can be shown to the client in the client portal.

Yes, if the client portal is switched on for them: they see the hearings, updates and documents the office allows for each dispute. Before a hearing, they receive a reminder by email or WhatsApp if the hearing is visible to them and client reminders are switched on, and every reminder is recorded with its status in the message log.
