Report, charges, hearings… in one criminal file

Murafe follows a criminal case from the moment a report or complaint is filed with the police station and the competent prosecution office to the case before the Criminal Court or the traffic circuits of the Misdemeanours Court, with a “Criminal details” section for the charges, the accused’s status and bail, and a separate page for court-appointment fees.

  • Criminal Court
  • Misdemeanours Court – Traffic Circuits

  • Traffic Prosecution
  • Cybercrime Prosecution
  • Economic Crimes and Money Laundering Prosecution

From opening the file to closing it

  1. Record the report or complaint

From “Reports and complaints”, choose the type, then the client and their capacity, the party complained against, the police station, the competent prosecution office and the reference number.

  2. Follow its stages

Move the status on with each development: filed, under investigation, with the Public Prosecution, then referred to court, shelved, or settled / withdrawn.

  3. Open the case and link it to the report

On referral, create the case before the Criminal Court, classify it as a misdemeanour or a felony, and link the report to it so the file’s history stays unbroken.

  4. Complete the criminal details

The charges and the articles cited, the accused’s status, the bail amount if released on bail, and the prosecution office with its case number.

  5. Run the hearings and the roll

Record each hearing’s decision and the next one is created automatically; print the day’s roll, sorted by court and time, for the lawyers attending.

  6. Record the judgment and what follows

The system proposes the last day to appeal from the criminal-case periods in the settings, and the appeal is opened from the case file, linked to the original.

A criminal file that starts before the court

In Murafe, organising a criminal case starts with the first paper that reaches the office, not the first hearing. The report or complaint is recorded in a section of its own that keeps the police station, the competent prosecution office, the reference number and the client’s capacity, whether complainant or the party complained against. With each development the lawyer moves the status on — “Under investigation”, “With the Public Prosecution” and the rest — so any colleague who opens the file knows where the papers stand without having to ask. On referral, the report is linked to the file of the case that arises from it, so the origin and what grew out of it stay connected.

This link helps law offices in Doha that take on criminal work, because one client may have more than one complaint before more than one prosecution office. The global search at the top of the screen reaches the file by the client’s name, Qatar ID number or phone, and shows the type of each result beside it: report, case or client. The prosecution offices come preset with their official names — plenary, geographical and specialised, such as the Cybercrime Prosecution and the Traffic Prosecution — and the system administrator adds whatever else is needed under Settings → Lists.

Criminal details and back-to-back hearings

When the case is entered before the Criminal Court, the system asks for its classification: misdemeanour or felony. The “Criminal details” section appears in cases before the Criminal Court and the traffic circuits, and in any case with a prosecution office set; in it the charges and the articles cited are written, and the accused’s status is chosen: in pre-trial detention, released on bail, released without bail, or at large / not apprehended. If the accused was released on bail, its amount is recorded, so the managing partner finds the client’s whole situation on one page.

Hearings follow one another closely in many criminal files, so recording a decision is designed to be quick: a ready phrase or a short text, the hearing’s status, then the date of the next hearing and what it requires — created automatically on saving. Every morning the office prints the hearing roll sorted by court and time, or saves it as a PDF and hands it out to the lawyers and court representatives. If the responsible lawyer cannot attend, a delegation letter is issued, filled from the file: the court, the circuit, the courtroom, the next hearing and the parties.

Court appointment, confidentiality and the judgment

In cases where the court appoints the office to the defence, the assignment type “Court appointment” is chosen instead of “Client”. The fees the court sets and the date they are paid are recorded in the “Court-appointment fees” section, and a separate page under Accounts brings together the number of court-appointment cases, the total set, paid and unpaid, and the cases whose fees have not been set yet. Because the court pays these fees to the office, they need no fee agreement and do not appear in the client’s statement of account.

Some criminal files are sensitive by nature, so “Confidential case” can be switched on to make the file visible only to its team and to those with permission to view confidential cases, and a particular document can be restricted to named people. When the judgment is handed down, it is recorded with its date, type, outcome and operative part; the system recognises the case as criminal from the court or the classification, and proposes the last day to appeal from the periods set under Settings → Appeal periods. These are values the office’s lawyers review and adjust, and responsibility for legal deadlines stays with the office.

Questions about criminal cases and misdemeanours

Yes. When the “Criminal Court” is chosen as the forum, the system asks for the case’s classification: misdemeanour or felony, and traffic cases are entered before the “Misdemeanours Court – Traffic Circuits” from the same list. In both cases, the system treats the file as a criminal case when proposing the last day to appeal.

It is recorded under “Reports and complaints” with the police station, the competent prosecution office and the reference number, and its status is followed: filed, under investigation, with the Public Prosecution, referred to court, shelved, settled / withdrawn, closed. If it is referred to court, it is linked to the file of the case that arises from it.

In the “Court-appointment fees” section of the case form, once the assignment type “Court appointment” is chosen, or from the “Court-appointment fees” page under Accounts. These are fees the court pays to the office, so they need no fee agreement and do not appear in the client’s statement of account.

Yes. Switch on “Confidential case” and the file is visible only to its team and to those with the “View confidential cases” permission; inside it, any document can be restricted to people named individually. Every view or download of a document is recorded in the audit log with the employee’s name and the time.

It proposes the last day to appeal from the date of the judgment and the appeal period set for criminal cases under Settings → Appeal periods, and alerts the responsible lawyer and their team seven days and again two days before it runs out. The lawyer can change the date on any judgment: the periods are starting values the office reviews, and legal responsibility for deadlines lies with the office.
